The current chart, amended effective January 30, 2024, runs 1:4 for birth to 36 months (group of 8), 1:8 for groups of only 2-year-olds (16), 1:10 for 3- to 4-year-olds (20) and 1:16 for 5 and up (32).

Age bands and group types are the rule's own (5 CSR 25-500.112, amended effective January 30, 2024); charts published before that amendment lack the mixed-group rows.

Amended effective January 30, 2024, the table reads: birth to 36 months โ infants, toddlers and 2-year-olds โ at 1:4 with a maximum group of 8; groups composed solely of 2-year-olds at 1:8 with a maximum of 16; groups composed solely of 3- to 4-year-olds at 1:10 with a maximum of 20; and groups composed solely of children 5 or older at 1:16 with a maximum of 32.
The same section prints mixed-group rows: a mixed group with up to 4 two-year-olds stays at 1:10 (20), and a mixed group with more than 4 two-year-olds drops to 1:8 (16).

The group-size cap limits the number of children in the room or group itself, separately from the staff-to-child ratio, so adding a second caregiver does not enlarge the group.

Missouri law exempts from licensing anyone caring for six or fewer children, including no more than three under age two, at the same address; the caregiver's own school-age children are not counted.
Above that threshold, a family child care home may be licensed for up to 10 children and a group child care home for up to 20.
Family home caregivers must be 18 or older, and the provider must name at least one assistant to substitute or meet ratios and must be present at least 40 hours a week during peak attendance.
DESE's family home rule, 5 CSR 25-400, also sets caregiver-to-children limits by how many children are present and how many are under 2.

The amended table includes the mixed-group rows alongside the age bands; charts published before that date lack the mixed-group rows, which are the first thing to check against the rule.
