A Parents as Teachers parent educator is the home-visiting role the Parents as Teachers (PAT) model is built around: trained staff who deliver the PAT curriculum to families through home visits.
PAT trains parent educators at its affiliates, and Head Start and Early Head Start home-based programs can bring PAT in as a curriculum partner, with their providers trained in the Foundational Curriculum only.

What does a parent educator do?
The day-to-day is the visit: a parent educator visits families at home on the schedule the program sets and delivers the PAT curriculum in those visits.
Fidelity to the model matters to PAT โ it describes its Head Start and Early Head Start Curriculum Partners as home-based programs that demonstrate fidelity.
Where PAT runs inside a Head Start or Early Head Start home-based program, the federal standards size the caseload behind those visits: a home-based option must keep an average of 10 to 12 families per home visitor, with a maximum of 12 for any one home visitor (45 CFR 1302.22(b)).
An August 2026 proposal would remove the federal caseload and visit-duration requirements; it was not final as of October 5, 2026.

Outside Head Start, the title is the model's own โ PAT trains parent educators and supervisors at its affiliates โ and the specifics of the calendar, the caseload and the reporting belong to the hiring program.

PAT training and certification
Parents as Teachers trains parent educators and supervisors at its affiliates through a two-step sequence.
Foundational Training is the prerequisite to Model Implementation Training, and PAT sells the two together as the combined Foundational and Model Implementation (FMI) training โ listed at $1,150 per person on PAT's 2024-25 pricing sheet, with first-year curriculum access included.
Our research did not confirm a separate PAT certification beyond completing that training; ask the affiliate what it counts as qualified.
The curriculum access itself works on renewals: PAT says ongoing access to the Foundational Curriculum is contingent on annual renewals after Foundational Training.
That ties the materials a program teaches from to staying current with PAT โ worth asking who carries the renewal cost, the program or the educator.
One more layer stacks on when the employer is a Head Start program.
The Office of Head Start's qualification rule for home visitors providing home-based education asks for at least a home-based CDA credential or comparable credential, or equivalent coursework as part of an associate's or bachelor's degree (45 CFR 1302.91(e)(6)).
PAT training and that federal credential floor are different things, and a home visitor delivering PAT in a Head Start home-based program can need both.

Who employs Parents as Teachers parent educators?
Our research documents two places PAT work happens.
The first is the PAT affiliate, where PAT trains parent educators and supervisors through the full FMI sequence.
The second is a Head Start or Early Head Start home-based program using PAT as a Curriculum Partner: PAT priced that arrangement at $575 per program in 2024-25, and under it the program's providers are trained in the Foundational Curriculum only, not the full FMI sequence โ a difference worth noticing when you read a posting.
Head Start is the large system behind that second path.
In 2023-24, about 112,000 Head Start staff provided child development services โ a headcount that bundles home visitors with teachers, assistant teachers and family child care providers, so it does not say how many are home visitors.
Beyond those two, our research did not document which other home visiting programs use PAT, or which are funded through the federal MIECHV initiative; the reference list for MIECHV evidence-based models is HomVEE โ the Home Visiting Evidence of Effectiveness project of the Office of Planning, Research, and Evaluation at the Administration for Children and Families โ which reviews home visiting models.

How much do Parents as Teachers parent educators earn?
Our research found no published wage series for parent educators as a title, so the nearest published category is the honest proxy: social and human service assistants (SOC 21-1093).
In BLS Occupational Employment and Wage Statistics for May 2025 that category had a national median of $45,930 while inside child care services the median was $44,200 across 6,360 jobs.
Read both as field-level figures, not a parent educator pay scale.
The category spans social and human service assistants in many settings, a median is not an offer, and a program's funding stream and local market will move the number on any actual posting.
