A Head Start education manager leads the education content area of a Head Start or Early Head Start program: the curriculum classrooms follow, ongoing assessment, coaching oversight and the school readiness goals the program works toward.

The job goes by several titles — education manager, education coordinator, education specialist — but the federal qualification line names education managers and coordinators, curriculum specialists included: a baccalaureate or advanced degree in early childhood education, or a baccalaureate or advanced degree plus equivalent ECE coursework and early education teaching experience.

What does a Head Start education manager do day to day?

The education content area owns what happens in classrooms: the curriculum each room follows, the ongoing assessment that shows what children are learning, and the school readiness goals the program works toward.

The manager holds that throughline across the classrooms and age groups a grantee serves, in center-based and home-based options alike.

Coaching oversight is a throughline of the job.

Current federal rules require Head Start programs to run a coordinated, research-based coaching strategy that assesses all education staff and offers intensive coaching — observation, feedback and modeling — to those identified as most likely to benefit (45 CFR 1302.92(c)(1)-(2)); a 2026 proposal would remove this requirement.

The same rules protect the staff on the receiving end: assessment results may not be used solely to decide punitive action against staff identified as needing support without giving them time and resources to improve (45 CFR 1302.92(c)(5)).

Coaches delivering the work hold at least a baccalaureate in early childhood education or a related field (45 CFR 1302.91(f)) — a qualification line the same proposal would strike; keeping the strategy coordinated across classrooms is the manager's side of it.

Staff development is built into the standards too: Head Start staff must complete at least 15 clock hours of professional development per year (45 CFR 1302.92(b)(1)), and coordinating that development across the staff team is part of the education manager's brief.

The stakes are federal.

ACF scores classrooms with CLASS by observing a random sample of a grantee's classes and averaging domain scores across them (45 CFR 1304.16), and under the Designation Renewal System a grantee must compete for its grant if average CLASS: Pre-K scores fall below 5 in Emotional Support, below 5 in Classroom Organization, or below 2.3 in Instructional Support — a threshold of 2.3 through July 31, 2027, rising to 2.5 from August 1, 2027, in Instructional Support (45 CFR 1304.11(c)(1)).

Observation tools, feedback cycles and child data all route through this role.

Inclusion is part of the daily picture as well: at least 10 percent of a program's total actual enrollment must be children eligible for services under IDEA unless HHS grants a waiver (45 CFR 1302.14(b)(1)).

What qualifications does a Head Start education manager need?

The rule is 45 CFR 1302.91(d)(2): education managers or coordinators, curriculum specialists included, must hold a baccalaureate or advanced degree in early childhood education, or a baccalaureate or advanced degree plus equivalent coursework in early childhood education and early education teaching experience.

The paragraph mirrors Section 648A(a)(2)(B)(i) of the Head Start Act, which is what makes this requirement statutory rather than ordinary regulatory text.

Two details matter when you read postings.

No master's is required: a baccalaureate in early childhood education qualifies on its own, and a baccalaureate in another field qualifies with equivalent ECE coursework plus early education teaching experience.

And the titles slide around — the same paragraph covers education managers, education coordinators and curriculum specialists, so one degree bar governs all three.

The adjacent manager roles qualify under their own line in the current rules: family services, health services and disability services managers hired after November 7, 2016 share a single rule requiring at least a baccalaureate, preferably related to what they oversee (45 CFR 1302.91(d)(1)).

The education line is the one keyed specifically to early childhood education.

Head Start rules are being rewritten — this line is statutory

An August 7, 2026 proposed rule would rescind and replace the Head Start Program Performance Standards and would remove the non-statutory qualification rules — directors, coaches, family service staff and health professionals among them — while statutory ones, education managers and coordinators included, would stay. It was a proposal, not a final rule, as of October 5, 2026. Confirm current requirements with your grantee and the Office of Head Start.

Who does a Head Start education manager report to and supervise?

The standards qualify people; they don't fix an org chart.

What the text does show is the layer above and the span below.

Above sits the Head Start director, who — when hired after November 7, 2016 — must hold at least a baccalaureate plus experience in supervising staff, in fiscal management and in administration (45 CFR 1302.91(b)); the 2026 proposal would remove this rule.

Alongside sit the other content-area managers: family services, health and disabilities.

Below sit the education-side roles, each with its own qualification line: center-based preschool teachers qualified with at least an associate's or bachelor's degree in child development or early childhood education, equivalent coursework, or another Head Start Act route (45 CFR 1302.91(e)(2)(ii)); assistant teachers with at least a CDA, a state certificate that meets or exceeds it, or enrollment in an associate or bachelor's program or in a CDA program to be completed within two years of hire (45 CFR 1302.91(e)(3)); Early Head Start teachers with a CDA or comparable credential plus infant-and-toddler coursework (45 CFR 1302.91(e)(1)); home visitors in home-based programs with a home-based CDA, a comparable credential or equivalent coursework within a degree (45 CFR 1302.91(e)(6)); and coaches with at least a baccalaureate in early childhood education or a related field (45 CFR 1302.91(f)), a coach rule the 2026 proposal would remove.

How wide the manager's span is depends on the grantee's mix.

In 2023-24, 62 percent of Head Start grant recipients ran both Head Start Preschool and Early Head Start, 12 percent ran Early Head Start only and 26 percent ran preschool only — so the same title can mean leading infant-and-toddler classrooms, preschool classrooms or both, with home-based and coaching staff added where the program offers those options.

How do you move into a Head Start education manager job?

The qualification bar shapes the route in: a baccalaureate or advanced degree is the floor, and the second route under the rule pairs a baccalaureate or advanced degree with equivalent ECE coursework and early education teaching experience (45 CFR 1302.91(d)(2)).

A practical sequence looks like this.

  1. Meet the degree rule

    A baccalaureate or advanced degree in early childhood education qualifies directly; a baccalaureate or advanced degree in another field needs equivalent ECE coursework plus early education teaching experience under 45 CFR 1302.91(d)(2).
  2. Bank classroom years

    Head Start classrooms are already credential-deep: preschool center-based teachers must hold at least an associate's or bachelor's degree in child development or ECE, equivalent coursework, or another Head Start Act route (45 CFR 1302.91(e)(2)(ii)), and in 2023-24, 56 percent of Head Start Preschool center-based teachers held a bachelor's degree and 94 percent held an associate degree or higher in ECE or a related field. Early Head Start teachers need a CDA or comparable credential plus infant-and-toddler coursework (45 CFR 1302.91(e)(1)).
  3. Collect coaching and mentoring reps

    Current federal rules require programs to run the coordinated coaching strategy (45 CFR 1302.92(c)(1)-(2)) and coaches to hold at least a baccalaureate in early childhood education or a related field (45 CFR 1302.91(f)); a 2026 proposal would remove both requirements. Practice-Based Coaching, whose cycles are shared goals and action planning, focused observation, and reflection and feedback, is one research-based strategy HeadStart.gov describes; it is not the only model a program may choose.
  4. Learn the tools federal reviewers use

    The federal rule scores grantees on CLASS: Pre-K in three domains — Emotional Support, Classroom Organization and Instructional Support (45 CFR 1304.11(c)(1)). Knowing what the sample-based classroom observations measure is daily currency in the job.
  5. Use the doors already open

    Programs must consider current and former Head Start parents for job vacancies they apply for and are qualified for (45 CFR 1302.90(b)(6)), and in 2023-24 parents of current or former Head Start children made up 24 percent of staff. An inside route is one the standards require programs to keep open.

Head Start education manager pay and outlook

Our research found no official wage series for the title — no federal series we checked breaks Head Start education managers out.

The nearest proxy, instructional coordinators (SOC 25-9031), had a national median of $77,440 in the May 2025 OEWS across 227,760 jobs but a median of $53,980 in the Child Care Services industry across 6,700 jobs; the national number is pulled up by K-12 district roles.

Read both as the shape of the nearest occupation, not as Head Start pay.

The system behind the title is large: fiscal year 2024 funding covered 715,873 children and pregnant women, programs employed and contracted with 251,000 staff, and about 112,000 staff provided child development services as teachers, assistant teachers, home visitors and family child care providers.

The 2023-24 program year also carried a 15 percent staff turnover rate, which Head Start reported as contributing to under-enrollment.

The outlook runs through the 2026 proposals.

The August 2026 NPRM would remove the 1302.92(c) coaching-strategy requirement, and it would also remove the non-statutory staff qualification rules in 1302.91 — directors, coaches, family service staff and health professionals among them — while statutory ones, education managers and coordinators included, stay.

A separate May 2026 NPRM would strip the 2024 wage and benefit requirements.

Neither was final as of October 5, 2026.
