The Oklahoma Professional Development Registry (OPDR) is Oklahoma's early childhood workforce registry, run through the Center for Early Childhood Professional Development (CECPD) at www.cecpd.org.

Oklahoma's licensing rule requires center teaching personnel to hold a current Oklahoma Professional Development Ladder (OPDL) certificate, and the OPDR is where that certificate is tracked.

What is the Oklahoma Professional Development Registry?

The Oklahoma Professional Development Registry โ€” OPDR for short โ€” is Oklahoma's early childhood workforce registry.

It is run through the Center for Early Childhood Professional Development (CECPD), and the registry sits at www.cecpd.org.

On the Council for Professional Recognition's October 2026 list of NWRA-approved state workforce registries, it appears as the "Oklahoma PD Registry."

The registry's job has a federal frame behind it.

The Child Care and Development Fund rules at 45 CFR 98.44 require each state to describe a training and professional development framework that addresses workforce information, and workforce registries are how most states track it.

The federal rule does not require individual staff to join a registry โ€” whether membership is mandatory comes from each state's licensing rules, which is the next section's question.

One disambiguation, because Oklahoma also has a background-check system with "registry" in its name: the OPDR is the professional development record.

Background investigations run separately through the OKDHS Office of Background Investigations, which maintains a Restricted Registry โ€” sometimes called Joshua's List โ€” as part of the checks required before hire or access to children.

The two are not the same system, and a conversation about one is not about the other.

Who has to register with the OPDR?

Start federal, then state.

The CCDF rule does not require individual staff to join a registry; the mandate question is answered by each state's licensing rules.

In Oklahoma, the licensing rule answers it directly: teaching personnel must obtain and maintain a current Oklahoma Professional Development Ladder (OPDL) certificate prior to or within 12 months of employment, and the rule tracks that certificate in the OPDR (OAC 340:110-3-284(b)(3)).

The ladder requirement reaches up the tiered teaching staff.

A center must have at least one master teacher for every 60 children of licensed capacity, and a master teacher must be at least 18 with a high school diploma or GED and hold an OPDL certificate at Level 4 or higher (OAC 340:110-3-284.2(b)).

The registry record is therefore not an optional extra for staff who want the specialist roles โ€” the licensing rule ties the master teacher position to it.

Family child care providers are in the system too: a primary caregiver in an Oklahoma family child care home must hold a Level 1 or higher OPDL certificate within 12 months of licensure (OAC 340:110-3-85(b)).

Directors are adjacent rather than identical โ€” a center director must hold a current bronze or higher Oklahoma Director's Credential, a separate ladder (OAC 340 Appendix EE) that Oklahoma also runs through the CECPD registry system.

Rules change โ€” confirm with the licensing agency

Oklahoma Human Services (OKDHS) Child Care Services licenses centers under OAC 340:110-3-275 through 340:110-3-311. Registry and ladder requirements sit in those licensing rules, and rules get revised. Confirm the current requirement with OKDHS Child Care Services before you rely on it for a job application or a hire.

How to create an OPDR profile

The pages our research read โ€” the licensing rule and the Council for Professional Recognition's registry fact sheet โ€” do not document the OPDR's current sign-up screens, so we will not walk you through fields and buttons that may have changed.

The registry is reached through CECPD at www.cecpd.org, and CECPD's own site is the authority for the current steps.

What you can usefully do before you start is assemble the documents a professional development record draws on: your education records (diploma, GED, college transcripts), the certificates from completed training โ€” including the approved Entry Level Child Care Training (or equivalent) that Oklahoma requires of teaching personnel hired after August 1, 2003, due before or within 90 calendar days of employment โ€” and any credentials you hold, such as a CDA.

A profile built from documents you can produce is one a director can act on; a profile built from memory is not.

Whether the OPDL certificate application itself runs through the registry or through a separate CECPD form was not documented in what we read โ€” confirm with CECPD before you count on either path.

OPDL career levels and what they unlock

The certificate the registry tracks is a ladder.

The OPDL assigns numbered levels, and the licensing rule's ladder table (OAC 340 Appendix FF) says what each rung takes.

ECE/CD/SA is the licensing table's own shorthand for the training categories it counts.

Most levels renew with 20 hours of training a year, per the same table.

What the levels unlock is mostly licensing-defined.

An OPDL certificate at Level 4 or higher is the ladder part of what the master teacher role requires โ€” the role centers must staff at a ratio of at least one per 60 children of licensed capacity.

The demand side runs through Oklahoma's Stars quality rating: the Stars criteria (OAC 340:110-1-8.6(b)) require a full-time master teacher for every 50 children of licensed capacity at 2 Star, 40 at 3 Star, 30 at 4 Star, and 20 at 5 Star โ€” so the same licensed capacity takes more master teachers at a higher Star level.

A current CDA, meanwhile, is itself a documented Level 5 rung, so at that level the credential and the ladder read as the same achievement.

Directors climb a separate structure โ€” the Oklahoma Director's Credential, which Oklahoma center directors must hold at bronze or higher (OAC 340 Appendix EE).

Recording training hours in the OPDR

The practical point of the record is that your ladder certificate has to stay current, and staying current is a training-hours question.

Most OPDL levels renew with 20 hours of training a year per the licensing table, and the certificate the registry tracks is the one the rule requires you to obtain and maintain โ€” the rule's language is "obtain and maintain," so letting the hours lapse is not a paperwork nit.

Separate from renewal hours, Oklahoma licensing sets pre-service training for new teaching personnel: approved entry-level training (Entry Level Child Care Training, or equivalent) due before or within 90 calendar days of employment for personnel hired after August 1, 2003.

How a given workshop or college course gets into an OPDR record โ€” automatically, or entered by you โ€” was not documented in the pages our research read.

Confirm with CECPD before you count on a course appearing there.

The record also travels.

The Council for Professional Recognition, the body that awards the CDA, accepts workforce registry transcripts from all U.S. state and territory workforce registries as part of the CDA credentialing process.

Know the limit: registry membership does not satisfy the CDA renewal membership requirement โ€” renewal calls for current membership in an early childhood professional organization, which a state registry is not.

Using your registry ID when job hunting

The employer reason is concrete in Oklahoma.

Because the licensing rule requires teaching personnel to obtain and maintain a current OPDL certificate, a director hiring in Oklahoma has a licensing reason to know where your certificate stands.

Put it on the application rather than waiting to be asked: your current level, when it renews, and what you are working toward.

An OPDL certificate at Level 4 or higher covers the ladder part of the master teacher role's requirements; a current CDA reads as Level 5.

The record travels with you in the other direction too.
