Early Childhood Education Programs, Scholarships and Free Training in Georgia

Founder, ChildcareHires
Last verified October 2026

Georgia's education assistance for early educators runs through DECAL Scholars: CDA scholarships, incentives, educational counseling and academic scholarships.

The T.E.A.C.H.

Early Childhood National Center's directory did not list a Georgia program as of October 2026.

This page covers where to earn an early childhood education degree or certificate in Georgia, the online and free training options, apprenticeships, the Quality Rated Workforce Bonus, and how each credential maps to lead teacher, director and family child care jobs.

Verify before you rely on this

Child care licensing rules, ratios, training hours and quality-rating criteria change by rule revision and agency policy. This page is career and employer information, not licensing or legal advice: confirm every requirement with the state child care licensing agency named on this page before you apply, hire, staff a classroom or open a program. In Georgia, that is the Bright from the Start: Georgia Department of Early Care and Learning (DECAL).

T.E.A.C.H. program

Not listed: the T.E.A.C.H. Early Childhood National Center's programs-by-state directory did not list Georgia as of October 2026. Georgia's comparable scholarships run through DECAL Scholars.

Registered apprenticeship

Not established in our research: our October 2026 pass did not verify a Georgia ECE registered apprenticeship program or a statewide ECE articulation agreement. Ask DECAL and apprenticeship sponsors what operates in Georgia today.

Free state training

Not established in our research. The verified free options are federal: the Early Education Pathways platform, which launched in July 2026, and its free iCDA course series. Confirm with DECAL which hours count.

Workforce registry

GaPDS, Georgia's workforce registry and professional development system. Quality Rated requires all instructional and administrative staff to be registered in GaPDS; the center licensing rule itself does not make GaPDS membership a requirement.

Lead teacher minimum

Set by the licensing rule, not by colleges: in centers licensed for 19 or more children, each group's lead teacher must be at least 18 and hold, at hire, a CDA; a TCC in ECE/child development, infant and toddler, program administration or school age; a TCD or ECE/CD associate degree; a GaPSC Paraprofessional Certificate; 15 semester (25 quarter) hours in ECE/CD; or a bachelor's or master's (a non-ECE bachelor's needs 3 months' experience). A center may also hire a lead teacher without the credential who enrolls in a qualifying program within 6 months of hire and completes it within 18 months of enrolling.

Credential steps in Georgia

  1. CDA credential(CDA)Credential

The Child Development Associate credential from the Council for Professional Recognition, built on 120 hours of formal ECE training across the eight CDA subject areas. Georgia's lead-teacher rule lists it, and DECAL Scholars offers CDA scholarships.

  2. Technical Certificate of Credit(TCC)Credential

A TCSG Technical Certificate of Credit. The Georgia rule names TCCs in ECE/Child Development, Infant and Toddler, Program Administration and School Age among the lead-teacher options.

  3. TCD or ECE associate degreeCredential

A TCD or an associate degree in early childhood education or child development (ECE/CD) β€” another of the credential options the Georgia rule lists for lead teachers.

  4. Bachelor's or master's degreeCredential

The top rung: an ECE bachelor's or master's is a listed lead-teacher credential, and the rule pairs a non-ECE bachelor's with 3 months of experience.

Where can you earn an ECE certificate or degree in Georgia?

πŸ“œ Ga. Comp. R. & Regs. 591-1-1-.31(2)(b)

Our research did not confirm a catalog of Georgia college ECE programs, so this section describes the credential levels the state's own licensing rule recognizes rather than naming schools.

Under the center rules DECAL administers, the education rungs that count toward a lead-teacher credential are a CDA; TCSG technical certificates of credit in ECE/Child Development, Infant and Toddler, Program Administration or School Age; a TCD or associate degree in ECE/child development; a GaPSC Paraprofessional Certificate; 15 semester (25 quarter) hours in ECE/CD; or a bachelor's or master's degree.

The rule also builds in an on-ramp: a center may hire a lead teacher who lacks the credential when the teacher enrolls in a qualifying program within 6 months of employment and completes it within 18 months of enrollment, with the center keeping a written professional development plan on file.

Nationally, BLS puts the typical entry education for preschool teachers at an associate degree and for childcare workers at a high school diploma or equivalent, and it notes that some states and employers ask for a nationally recognized credential, most often the CDA, renewed every 3 years.

Online programs accepted in Georgia

No online provider's promise of nationwide acceptance should settle the question: some online providers advertise nationwide acceptance on their own sites, but acceptance is decided by each state licensing agency or registry, and for Georgia centers the agency is DECAL.

For the CDA itself, the Council for Professional Recognition does not provide or endorse training programs, and training must come from an organization with early childhood teacher-preparation expertise.

One option our research verified is the Circle CDA Training Program at the Children's Learning Institute at UTHealth Houston, on the CLI Engage platform, which covers all 120 training hours for the center-based Preschool CDA; its Infant-Toddler version does not yet cover all 120 hours, and the Preschool materials can also be used by high school students earning a CDA.

The Council accepts workforce registry transcripts from all U.S. state and territory registries for CDA purposes, which is where a GaPDS record can feed an application.

Whether any given online course counts toward Georgia's own training rules is DECAL's call, so confirm before you pay.

Scholarships and T.E.A.C.H. in Georgia

Georgia's education assistance runs through DECAL Scholars, which is not the T.E.A.C.H. program: DECAL administers educational assistance for Georgia early educators, including CDA scholarships, incentives, educational counseling and academic scholarships through decalscholars.com.

The T.E.A.C.H. name still circulates because it is a real national model β€” a cost-shared scholarship that ties education to pay and retention and has run since 1990 β€” but the T.E.A.C.H.

Early Childhood National Center's programs-by-state directory did not list Georgia as of October 2026, so there is no T.E.A.C.H.

Georgia application to fill out.

Keep the name apart from the federal TEACH Grant, too: that student-aid program's service obligation is teaching at elementary or secondary schools or educational service agencies listed in the TCLI directory, not working in child care.

Beyond Georgia's program, the maximum Federal Pell Grant is $7,395 for the 2026-27 award year, and the Council for Professional Recognition says income-eligible CDA candidates may have their state pay for all or part of CDA training and possibly the assessment fee, which it lists at $525 to apply and $250 to renew.

β€œDECAL administers educational assistance programs (CDA SCHOLARSHIPS, INCENTIVES, EDUCATIONAL COUNSELING, and ACADEMIC SCHOLARSHIPS) for Georgia's early care and education professionals.”

Are there early childhood apprenticeships in Georgia?

πŸ“œ 29 CFR 29.5

Our research did not verify a Georgia ECE registered apprenticeship program or a statewide ECE articulation agreement in this pass, so the honest answer is to ask DECAL and apprenticeship sponsors directly about what operates in Georgia today.

The federal infrastructure is real: Apprenticeship.gov lists four early-childhood-related Registered Apprenticeship occupations, including Early Childhood Educator and Childcare Development Specialist, and the DOL work process schedule for the Early Childhood Educator apprenticeship (RAPIDS 3004) estimates a 1-year, time-based program.

Federal standards require at least 2,000 hours of on-the-job learning for time-based programs, with competency-based and hybrid models also allowed.

Registered programs must also carry a progressively increasing wage schedule tied to skills gained and give credit for prior experience or training.

Free state-approved training in Georgia

Our research did not confirm a free Georgia-run training portal for early educators; the verified free options are federal.

Early Education Pathways (EEP) is a free learning platform jointly funded by the Office of Head Start and the Office of Child Care that launched in July 2026, and some of its courses may line up with CCDF pre-service health and safety topics.

Its iCDA Course Preparation Series is free: eight courses with 10 hours in each of the eight CDA subject areas, covering 80 of the 120 training hours the CDA requires, and candidates can add other EEP courses to reach 120.

The Circle CDA program at UTHealth Houston covers all 120 hours for the center-based Preschool CDA on the CLI Engage platform, but our research could not confirm free-of-charge eligibility.

Whether any of this counts toward Georgia's own training rules is a state decision, so confirm with DECAL before relying on free hours.

How these credentials map to Georgia job requirements

πŸ“œ Ga. Comp. R. & Regs. 591-1-1-.31; 290-2-3-.07

Georgia's credential rule applies where the work is.

In centers licensed for 19 or more children, each group must have a designated teacher/lead caregiver who holds one of the credentials listed above β€” or who is on the enrollment route, hired without the credential while completing a qualifying program.

A narrower list applies in family child care: providers licensed on applications filed on or after July 1, 2009 must hold a CDA, ECE TCC, ECE TCD, ECE associate degree, GaPSC Paraprofessional Certificate, or ECE bachelor's or master's, with no 15-semester-hours route and no non-ECE bachelor's route.

And the credentials matter for the director's chair: a Georgia center director must meet one of 13 education/experience combinations β€” for example, a CDA or ECE technical certificate of credit plus 6 months of qualifying child care experience.

DECAL administers these rules.

Employers and program standards can ask for more than the rule's floor, and our research did not capture Georgia Pre-K's own teacher credential rules, so read each job posting and confirm specifics with DECAL.

What is the Quality Rated Workforce Bonus in Georgia?

πŸ“œ Quality Rated Program Manual v2.7.6 (June 2025)

Georgia ties pay supports to the quality rating a program earns.

The Quality Rated Workforce Bonus (QRWB) is an annual $500 payment to eligible staff working in Quality Rated centers and family child care learning homes rated 1, 2 or 3 stars.

Commitment to Quality (C2Q) quarterly payments go to CAPS programs rated 2 or 3 stars.

Quality Rated participation is voluntary, but since December 31, 2021 providers have had to be Quality Rated (or in Provisional or Probationary status) to receive CAPS subsidy funding.

The Quality Rated program manual notes the funds are contingent on availability, so confirm the current year with DECAL before counting on a payment.

For staff building credentials, the connection runs through Quality Rated's Portfolio Standard 1, Director and Teacher Qualifications and GaPDS Verification, which requires all instructional and administrative staff to be registered in GaPDS.

β€œan annual payment of $500 provided to eligible child care program staff working in eligible child care centers and family child care learning homes”

What is Georgia's workforce registry for early educators?

πŸ“œ Quality Rated Program Manual v2.7.6 (June 2025)

Georgia's workforce registry and professional development system is GaPDS, and center training records may be kept there alongside a staff member's personnel file.

The center licensing rule itself does not make GaPDS membership a requirement.

Quality Rated does: all instructional and administrative staff must be registered in GaPDS, and Portfolio Standard 1 of the Quality Rated program manual is Director and Teacher Qualifications and GaPDS Verification.

Registry accounts also feed the CDA β€” the Council for Professional Recognition accepts workforce registry transcripts from all U.S. state and territory registries as part of the credentialing process.

What This Page Does, and Doesn’t, Cover

Frequently Asked Questions

Is there a T.E.A.C.H. scholarship in Georgia?

No Georgia program appears on the T.E.A.C.H.

Early Childhood National Center's programs-by-state directory as of October 2026.

Georgia's comparable education assistance runs through DECAL Scholars, which administers CDA scholarships, incentives, educational counseling and academic scholarships for early educators.

The federal TEACH Grant is a different program entirely: its service obligation is teaching at an elementary or secondary school or educational service agency listed in the TCLI directory, not working in child care, so keep the two names apart when you search.

Does Georgia pay for the CDA?

DECAL Scholars administers CDA scholarships among Georgia's education assistance for early educators; check decalscholars.com for current eligibility before you apply.

Nationally, the CDA requires 120 hours of formal early childhood education training with at least 10 hours in each of eight subject areas, and the Council for Professional Recognition lists the initial assessment fee at $525 to apply and $250 to renew every 3 years.

The Council also says income-eligible candidates may have their state pay for all or part of CDA training and possibly the fee.

Can you be hired as a Georgia lead teacher before you finish your credential?

Yes, on the rule's enrollment route.

A center may hire a lead teacher who lacks the listed credential when the teacher enrolls in a qualifying program within 6 months of employment and completes it within 18 months of enrollment, and the center keeps a written professional development plan on file.

DECAL administers this rule, so confirm the current details with the agency before you count on the timeline.

Are free online childcare training certificates accepted in Georgia?

Online providers advertise nationwide acceptance on their own sites; acceptance is decided by each state licensing agency or registry, so in Georgia DECAL decides what counts.

The verified free options are federal: Early Education Pathways launched in July 2026, and its iCDA series covers 80 of the 120 training hours the CDA requires.

Confirm with DECAL whether specific courses count toward Georgia's own training rules before relying on them.

What credential do you need to open a family child care learning home in Georgia?

Providers licensed on applications filed on or after July 1, 2009 must hold a CDA, an ECE TCC, an ECE TCD, an ECE associate degree, a GaPSC Paraprofessional Certificate, or an ECE bachelor's or master's degree.

DECAL licenses family child care learning homes under Chapter 290-2-3 and administers these credential rules; confirm current requirements with DECAL before you apply.
