The staff-facing criteria our research captured sit at the two lower levels: at Level 1, centers complete classroom observations and have every lead teacher in Tier 1 training of the Iowa early childhood career pathway within six months of hire, and at Level 2 all lead teachers meet Tier 1 Step 1 — 40 hours of training toward a CDA — while all teaching staff complete 10 annual training hours.

What staff credentials and training count toward a higher rating?

At Level 1, all lead teachers are in Tier 1 training of the Iowa early childhood career pathway within six months of hire.

At Level 2, all lead teachers meet Tier 1 Step 1 — 40 hours of training toward a CDA — and all teaching staff complete 10 annual training hours.

These are rating criteria, not license conditions: Iowa's center licensing rules set no education requirement for classroom staff beyond the director and on-site supervisor, and classroom staff need 10 contact hours of CDA-subject-area training in their first year and 6 hours annually after that.

The IQ4K rules also define the apprenticeship certificate as the U.S. Department of Labor's Child Care Development Specialist Registered Apprenticeship — two years of full-time employment plus 288 hours (at least 19 credits) of related education.

Our research did not confirm a current Iowa sponsor for that apprenticeship, so confirm with Iowa HHS or CCR&R.

The IQ4K rules put classroom observation into the rating: the Level 1 criteria for centers call for a CLASS assessment for the age level being served, completed for each classroom by a trained observer.

The same criteria name TPOT and TPITOS alongside CLASS.

What TPOT and TPITOS apply to, and the observation expectations above Level 1, were not captured in our research — confirm them with CCR&R before scheduling staff around a specific instrument.

What incentives come with higher ratings — for the center and for staff?

Two programs tie dollars to the rating.

For the center, Iowa's child care assistance (CCA) rate ceilings are tiered by quality rating: for example, the licensed-center half-day preschool basic rate is $19.50 with no rating and $22.97 at IQ4K Level 5.

For staff, Child Care WAGE$ Iowa — run by Iowa AEYC with Iowa HHS funding — pays annual education-based salary supplements to staff earning $25/hour or less who work 20+ hours a week in an HHS-regulated program that accepts Child Care Assistance.

Supplements effective July 1, 2025 range from $550 a year (CDA, Tier 0) to $11,500 (Level 10, Tier 2), and Tier 2 is for providers whose programs are rated at IQ4K levels 3-5, so the rating a center holds determines whether its eligible staff fall under Tier 2.
